This scene shows the Hitler Youth Camp that's aimed towards encouraging the Nazi ideology upon children. This is done through propaganda and exciting activities that look very much like Boy Scouts. Near the end of the clip, we see Captain Klemzendorf showing disdain towards the book burning, and Jojo shows confusion towards the purpose of this activity.
